On Friday, October 23 in Istanbul, Prime Minister Mark Carney met Turkish business leaders and said AtkinsRéalis's Candu bid for two planned Turkish nuclear plants has “good chances” — a bid, not a contract won. Canada and Turkey launched free-trade negotiations, signed an expanded air-transport agreement and a defence industry partnership, with a trade goal of about $3 billion rising to $5 billion and then $10 billion. On human rights, Carney said engagement is not approval; he would not say whether he raised it directly with President Erdoğan.
