Budget 2026 is titled "Masters of Our Destiny" — the November 5 test is the deficit track

The federal budget lands on Thursday, November 5, and it now has a name. Finance Minister François-Philippe Champagne revealed the title on Thursday, October 29: "Masters of Our Destiny: Budget 2026." The cover shows power lines over a forested valley.

The title is borrowed from Quebec history. Champagne's office says it echoes "Maîtres chez nous" — masters in our own house — the slogan of Premier Jean Lesage's 1962 election campaign, fought over building up hydroelectric resources and provincial institutions. The office calls this "a defining expression during a moment of profound change and uncertainty."

The numbers already on the table

The Parliamentary Budget Officer published its outlook before the budget, and it sets the test the document will be measured against. The PBO projects real GDP growth of 0.9 per cent in 2026 and 1.5 per cent in 2027.

It projects a deficit of $63.3 billion in 2026-27, peaking at $70.2 billion in 2027-28. It also expects Ottawa to balance its operating budget in 2028-29 — a year later than the Liberals promised.

Public debt charges are the fastest-growing expense in the outlook: $59.3 billion in 2026-27, projected to reach $83.0 billion by 2030-31, up from $24.5 billion in 2021-22.

What to watch on November 5

This is Prime Minister Mark Carney's second budget, and the second in a row delivered in the fall rather than the spring. Champagne announced the date on October 20, saying it would "outline the next steps in our plan to build a stronger, more resilient and more affordable Canada."

The open questions are concrete: the deficit figure against the PBO's $63.3 billion, whether the operating-versus-investment split survives contact with the numbers, and what the budget says about immigration levels, with the next levels plan expected in the coming weeks.
